Well that is because Tony Mancuso ran unopposed for his 3rd term. Here is the official press release from the Sheriff’s Office and what the Sheriff had to say about being sworn in to his 3rd term.
Calcasieu Parish Sheriff's Office said that --while weather forecasters predicted less activity than last year -- the
2012 hurricane season could see 10 named storms yielding four hurricanes in addition to two "Categroy 3 (or greater)".
